SSL2001 Season 46 rules. PART ONE, CONSTITUTION OF SSL2001. 1.1 Administration. SSL2001 is run by me, Gary Brown. It is a condition of any managers participation that he accepts my decision on all matters relating to the league Only in extremely exceptional circumstances will a match be replayed once the report has been sent to the 2 managers. From time to time a situation may occur which is not covered by these rules, or not covered fairly, if so I will make any ruling I see fit for the general good of SSL2001. These rules may be changed or amended at any time. ### 1.2 League Structure. SSL2001 comprises of 3 divisions, the Premiership has 14 teams and the 1st & 2nd Divisions 12 each. Teams play each other home and away making a season of 26 games in the Premiership & 22 in the 1st & 2nd divisions. The bottom 3 teams in the Premiership & Division 1 will be relegated. The top 2 teams in the 1st & 2nd Divisions will be promoted and the 3rd to 6th placed teams will go into play offs. The play offs will be over 1 leg, the semi finals will be, 3rd home to 6th 4th home to 5th Final on neutral ground. ### 1.3 Dave Phillips Memorial Cup [Formerly SSL Cup.] The Dave Phillips Memorial Cup is a K-O competition, the S-F & Final will be on neutral ground, in all other rounds the team drawn first will have home advantage. If a match is drawn after 90 minutes, 30 minutes of extra time will be played, if is still drawn the match will be decided on penalties. ### 1.4. Youth competitions. Youth Leagues. All players 21 and under are eligible to play in the Youth Leagues,there is a skill cap of 18, players with a skill or skills of 19 or more will play at 18 skill. The Youth League has 2 divisions with 20 in Division 1 and 18 in Division 2, teams will play each other once with no home advantage. The bottom 5 in Division 1 will be relegated. The top 4 in Division 2 will be promoted with the 5th to 8th going into a play off. SF 3rd v 6th & 4th v 5th. Ability points will be different between the divisions to make it a disadvantage to be relegated. 2nd div = approximately 75% of the 1st division values. ### 1.5 Caretakers. A list will be kept of managers willing to caretake vacant teams, when a vacany occurs the next manager on the list whose main club is in a different division will be appointed caretaker. If via a promotion or relegation a caretakers team and his main team move into the same division the caretaker must step down. Any manager can volunteer to go on the list at anytime and those on it may ask to removed. Caretakers will have the same power as regular managers with a few exceptions; - No transfer deals between a managers first team and his caretaken team. -If the 2 youth teams meet or the seniors meet in the DPM cup the caretaker must remind me and I'll sheet for the caretaken team. ### 1.6 Tied teams. If 2 [or more] teams tie at the end of the season having the same points, goal difference and goals scored the following tie breakers will be used. 1 Results of matches between the teams. 2 Most games won. 3 Most shots during the season [senior teams will have any shots in DPM cup games discounted]. 4 Least DP's during the season [senior teams will have any shots in DPM cup games discounted]. In the unlikely event of that still not separating them I'll decide on another criteria. ######### PART TWO, FINANCES. 2.1 Sponsorship payments. When all league & cup games have been completed each club will receive a Sponsorship payment for the next season which will be the same for all teams. Sponsorship payments will be whatever amount it takes to bring the total up to 760M [20M per club] prior to any pre season activity, with all clubs receiving the same amount. Clubs are guaranteed a minimum payment of 6M each. ### 2.2 Wages. Players wages will be as shown on the info rosters. The total weekly wage bills will be rounded off to the nearest "k". Wages are due for each Saturday of the season. ### 2.3 Debt & Wealth. The debt & wealth rules will not be applied after the transfer deadline until week 1 of the next season. Pt 1, debt. Teams in debt from week 1 of the season will be barred for 7 days from any more spending. They will not be allowed to bid for the scouted player, buy players or do a PX where they have to spend cash. If they sell a player and that sale clears their debt they may then buy another player as long as it doesn't put them back into debt. e.g a club is 2M in debt then sells a player for 10M they may spend up to 8M immediately but they still may not bid for the scouted player. Any club going over 20M in debt will have the player with the highest info value on their rosters sold by email auction. A team will only be classed as being in debt if they have a negative balance when the weekly finances are calculated on Saturdays, this is done by adding all income to the last closing balance and subtracting all outgoings for the week. It's important that managers understand that they must make allowances for all their outgoings, wages in particular. No club may loan or donate money to another club to help get them out of debt. Pt 2, wealth. Any club with a balance of over 80M when the weeks finances are calculated on Saturdays will have that balance reset to 80M, if they won anything in the predictions competition they will be allowed to go over 80M by the amount of their winning for that week only. ### 2.4 Gate receipts. Each eos all clubs will be given a fan base figure according to where they finished. All in 000's. Premier 1st = 50 2nd = 45 3rd = 42 4-6th = 38 7-11th = 34 12-14th = 30 First 1-2nd = 34 3-6th = 30 [Play off winners 32] 7-9th = 27 10-12th = 24 Second 1-2nd = 27 3-6th = 24 [Play off winners 25] 7-9th = 22 10th-12th 20 DPM Cup winners get extra 5,000 added to the league total The new figure will be used to alter the fan base by 1/3, up or down. e.g. if a club had a previous fan base of 29,000 and they finished in the top 2 of the first division, earning a new fan base figure of 32,000 the new fanbase would be 30,000 (29+29+32)/3 Gate receipits will be $25 for all league games with 100% to the home team. DPM cup games will be $50 split 50/50, SF using both teams home fanbase, Final 80,000 sell out. Play offs $25 split 50/50 using both teams home fanbase. Any team which fails to send a sheet for an DPM cup or play off match will forfeit the gate receipts for that match. ### 2.5 Stadium capacities. Clubs can increase their stadium capacity in the pre season the cost is- 30,000 to 40,000 600k per 1,000 seats. 40,000 to 50,000 800k per 1,000 seats. 50,000 + 1,000k per 1,000 seats. e.g. to increase from 38,000 to 42,000 would cost 2,800k. 600k each for 38-40,000 + 800k each for 40-42,000. ### 2.6 Prediction competition. Each Saturday a prediction competition will be held I will send out a list of 3 fixtures, each of the 3 divisions will be used in rotation. Managers may make their predictions as to what they think the results will be, 1 for home, 2 for away, X for draw. Predictions must be e-mailed to the SSL2001 Googlegroup before the relevant results are posted on the Saturday match day, normally soon after 9am. The prize money will be 3M for all 3 correct, if more than one get 3 correct the prize will be shared. If no one gets 3 correct there will be no prize paid for that week. If any manager inadvertently sends more than one entry the last one will always be used. ### 2.7 Press releases. Managers can earn money by sending press releases to the SSL2001 Google Group, the press can be anything to do with SSL2001. Press must be original, anything considered to be taken and edited from elsewhere will not be paid for. Copy & pasted information from SSL files, e.g. league tables, fixtures, match reports, are welcome but will not be part of the word count. Press releases can be written by someone other than the manager of the team to receive payment but they must either be about that team or SSL in general. Press releases can be written in any language must must include a translation into English, https://www.deepl.com/translator is suggested. The maximum payment each week will be 1M with any residue carried over for payment to the next week. No club may amass a residue of greater than 5M. If more than 1 news item is posted in any week it will be the total number of words overall that determine the payment. Statistical analyses are welcomed and will be paid for based on how much went into creating them. This rule applies at all times and is no different in the pre season. ### 2.8 Manager recruitment Any manager who introduces a new manager to SSL will be paid a recruitment fee of 1M if the new manager stays 1 month with another 1M if he stays 6 months [1 full season]. ########## PART THREE, PLAYERS, TEAM SHEETS & ROSTERS. 3.1 The playing of games. The deadline for team sheets is 9 am on the day of the match, games will be played ASAP after the deadline. SSL2001 games are run using the esmsplus program. esms was created by Igor Oks and Eli Bendersky, esmsplus was developed by Darren McKee. Managers will be required to send a team sheet for each senior or youth match, this should be in the form of a text file attachment. If a team sheet is not received a "T" tactic sheet will be given. Each manager will be allowed one missed sheet per season, for the first missed sheet a 442 random will be given but a 2nd or subsequent missed sheet will be given a T sheet. T sheets will always be given for missed sheets in DPM cup & play off games. If a team is given a T sheet and they win or draw a league game it will be recorded as a loss and no points will be awarded to that team. In the DPM cup & play offs the match will be played but they will forfeit the tie 3-0. If both teams in a cup or play off match get a T sheet the result will stand. If a sheet is sent with a minor error e.g. PK not listed, misspelt conditional or anything I can fix without having to pick the team I will fix it without penalty. If an injured or suspended player is picked, a player is named on sheet twice or player listed is not on the roster a 442 random tactic will be given. If a team doesn't have enough players to pick a team and the manager has done nothing about it I'll add from the free list but it will be counted as an error. If a manager knows he will be unable to send a team sheet for genuine reasons as long as he tells me and leaves his instructions, the best team will be selected in his absence. Alternatively he can request a particular line up & tactic, e.g. 442P, 541C, etc, [No AM's, DM's or conditionals can be requested] or ask for a random tactic. Any manager can ask for a break from SSL for a genuine reason, e.g. work, study, holiday, family etc. If I am caretaking for a club for any reason, unless I have some kind of instructions from the manager I will make a 442 teamsheet with a random starting tactic. I will also make any decisions on behalf of the club as needed to keep them "Ticking over". If a manager missed 3 games in a row I'll contact him to ask if he is still committed to SSL. If no reply is received by the next match it will be assumed that he doesn't wish to remain in SSL. ### 3.2 Injuries and suspensions. Injuries are reduced only after Saturday league games are played. If a player is injured in a Saturday league game for one week or more, he will be unavailable for any midweek game and the next Saturday. If a player is injured in a Wednesday match for one week or more he will be unavailable for the next Saturday. Player suspensions are only reduced if a team has a match. ### 3.3 Ageing & re-rating. At the end of each season all players will be aged by one year. Youth players. On the first 20 Saturdays of the season all players aged 16-19 will have 50 main & 25 each 2nd & 3rd skill ability points pw added and players aged 16-21 ON THE SENIOR ROSTER [Or on foreign loan] will have an extra 25 ability points pw added to their main skill, 13 to their 2nd skill and 12 to their 3rd. Please note that the in the case of a player with his 2 main skills the same the rerater will always give the higher rerates in the following order, Sh-Ps-Tk. Older players down rate at EOS. After ageing players will lose points in all skills at the following rate. Aged to 31 = -1 Aged to 32 = -2 Aged to 33 = -3 Aged to 34 = -4,etc. When a skill drops to 1 point, it cannot reduce anymore. ### 3.4 The Club Captain. Each club will be able to name one player to be Club captain during the next season, captains must be chosen before the start of the season. The captain will have 1 skill point added to all 3 skills for each year he is over 30, which will at least reinstate the skills he lost and the previous eos. Club captains will be identified on the rosters by having their nationalities in upper case letters, e.g. ENG not eng. e.g A_Player 33 eng 1 12 15 25 made captain would become A_Player 33 ENG 1 15 18 28 He must retire at the end of the season and cannot be sold. ### 3.5 Rosters and moving players between youth & senior. Players aged 16-21 can only be promoted from youth to senior roster once in their career and they cannot be promoted until they have reached at least 19 skill. Once promoted they cannot be demoted under any circumstances. If a player aged 16-21 is signed from another clubs senior roster he cannot be put on the buying clubs youth roster. Managers must have enough available players to name 5 subs. On Saturdays 2 teams, senior & youth, must be available. ### 3.6 Minor skill training. Minor skill points can be bought to add to either or both of a players minor skills, see rule 3.6b below for GK training. Up to 6 may be bought if a GK is trained, 8 if no GK is trained. The first 4 will cost 500k each, the next 2 will cost 1M each, if a GK is not trained another 2 may be bought for 1M each. The same player can have both minor skills increased. 2 points can be added to any minor skill but no skill can be increased beyond 15 by training and a minor skill must never equal or pass the main skill by training. Example 1 B_Player 23 eng 1 9 14 20 can be trained 1 or 2 in Tk but only 1 in Ps. Example 2 C_Player 16 eng 1 9 13 14 can be trained 1 or 2 in Tk but nothing in Ps. Players can only be trained in the pre season, no more points will be added once the league season has begun. All player training must be done at the same time, once submitted it can't be changed or added to. 3.6b, GK training. A GK can be trained at a cost of 2M, the cost is the same regardless of how many outfield training points are bought. The GK will get 1 St skill point only, the skill limit will be that a St of 17 is the maximum that can be trained [i.e. increasing to 18]. Only 1 GK may be trained each season. ### 3.7 Coaches & Trainers. There will be an auction of 10 coaches in the pre season, 5 senior & 5 youth. The auction will take place on the message board just after the player auctions and be subject to the same bidding rules. Coaches add ability points to every player on either the senior or youth rosters every Saturday of the full season. The coaches will be; Goalkeeping coach [adds 10 ab's to all players St skill] Tackling coach [adds 10 ab's to all players Tk skill] Passing coach [adds 10 ab's to all players Ps skill] Shooting coach [adds 10 ab's to all players Sh skill] All round coach [adds 5 ab's to all 4 skills] The coaching points will be added at the same time as youth rerates and will be given to every player on the relevant roster e.g. Tk points go to GK MF & FW as well as DF's. 2 Personal Trainers will be auctioned in the pre season. Youth Personal Trainer, adds 1 main skill point to 1 player aged 16-21. Senior Personal Trainer, adds 1 main skill point to 1 player aged 22+. ### 3.8 Aggression reduction. At the same time as the coaches auction [3.7] there will be an auction of 3 "Therapists". One therapist reduces a players aggression by 10, one by 20 & one by 30. ### 3.9 Formations. Maximum & minimum players allowed in each position. Min_DF = 3 > doesn't include DM Max_DF = 5 > doesn't include DM Max_DM = 3 Min_MF = 1 > DM & AM are counted in this total Max_MF = 6 > DM & AM are counted in this total Max_AM = 3 Min_FW = 0 Max_FW = 4 > doesn't include AM There are fines for managers who flout the above rule by brining on a 6th defender, 2M for a first offence rising by 1M each time it's repeated. In the final 2 games of any league season, in playoffs, and in the SF & Final of the DPM cup any fine will be doubled. Offences against the minimum players allowed part of the rule, or against the maximum MF & FW will incur a fine of 1M for every offence, it won't be an offence if caused by a red card. This will also apply to poorly written conditionals which cause a player to switch position every minute. In all cases offences MUST be reported to me within 48 hours of the match before action can be taken as I can't read every match report. Managers should note that the esms software will only work on the first 20 conditionals put on a teamsheet. ### 3.10 Transfer requests. With the exception of 1 Goalkeepers. 2 All players signed via scouting. 3 All players aged 30+ [BEFORE eos ageing]. 4 All players who finish the season on less than 21 skill. 5 All players aged 29 [BEFORE eos ageing] who are on 21 skill. Any who have not played 600 minutes may be granted a transfer request at eos. An exemption will be granted if a player has been injured for 7 Saturdays of the season. The number of players going to the auction will be set at a maximum of 20. The method of reducing the number to 20 players will be as follows. 1 - Highest main skills are included until the number exceeds 20, then the lowest skill level players are reduced by:-. 2 - By age, oldest eliminated, if there are any of the same age then:- 3 - By minor skills [info value], worst eliminated. ### 3.11 Player & Team names. All players coming in to SSL via auctions and scouting will be given a name and nationality, the manager signing the player has the option to change the name and/or nationality but it must be done before the players first match. Academy players are given names only, their manager has the option to rename and/or to select the players nationalities. Changing Team names in not encouraged but is allowed subject conditions, Former SSL League Champions from the past 10 seasons can not have their names changed. No famous club names and nothing that may offend anyone. Name changes must be notified before EOS. It is assumed that a manager wishing to change a teams name is committed to staying with that team so no manager will be allowed to change a team name more than once in 10 seasons. ### 3.12 Skill cap. There is a skill cap of 27 in SSL, players with a skill of 28 or more will play at 27 skill. ### 3.13 EOS Bonuses. The top 3 teams in the Premiership will have points added automatically to all skills of all players. Champions, 150 ab's Runners up, 100 ab's 3rd 50 ab's Points will be added to players on the rosters when the last games were played. The top 5 teams in youth division 1 will have points added automatically to all skills of all players. Champions, 150 ab's Runners up, 100 ab's 3rd to 5th, 50 ab's Points will be added to players on the rosters when the last games were played. ### 3.14 Ability points Senior league & cup games, Foreign League & Youth div 1 AB_Goal 30 AB_Assist 21 AB_Victory_Random 30* AB_Clean_Sheet 15 AB_Ktk 20 AB_Kps 12 AB_Sht_On 8 AB_Sht_Off 0 AB_Sav 8 AB_OG -10 AB_Defeat_Random -30* AB_Concede -10 AB_Yellow -3 AB_Red -10 Max_injury_length = 8** * 0 In Foreign League ** 3 In Foreign League, 6 in Youth div 1 Youth div 2 AB_Goal 24 AB_Assist 16 AB_Victory_Random 24 AB_Clean_Sheet 12 AB_Ktk 16 AB_Kps 10 AB_Sht_On 6 AB_Sht_Off 0 AB_Sav 6 AB_OG -8 AB_Defeat_Random -24 AB_Concede -8 AB_Yellow -2 AB_Red -8 Max_injury_length = 6 In addition to the above any player aged 16-21 on the senior roster or on foreign loan will receive 25 ab's in his main skill, 13 in his 2nd & 12 in his 3rd on the first 20 Saturdays of the season. ### 3.15 Managers agreeing tactics pre match. If any match produces a very high score and on studying the match report I believe it is possible that the 2 managers involved may have agreed to play certain tactics [e.g. 352A] beforehand to earn high ability points I will limit any ab's earned on any roster column to 50. Due to the difficulty in judging whether it was contrived or just a coincidence, collusion does not have to be proven. ### 3.16 Good Sheeting Award. At EOS each manager will be awarded up 500 ability points to use on any player/s of their choice, the number of ab's awarded will depend on how good they have been at sending accurate team sheets. Each manager will be allowed 1 error without penalty but thereafter each error will lose 100 ability points. Senior & youth errors on the same day will only count as one error. If a manager changes club in mid season they will take their sheeting record with them. The number of points awarded to new managers coming into SSL mid season will be at my discretion. The points must be given in 100's. The points must be used by the stated deadline, normally 2 days before the start of the new season, or they will be forfeited. ########## PART FOUR, BUYING & SELLING PLAYERS. 4.1 Transfers. A transfer can only be made between 2 teams. Any fee must be paid in full at the time of the transfer and cannot be in instalments or based on future events such as the player getting a skill increase. The player[s] must move clubs immediately [except after the transfer deadline]. Loaning of players is not allowed [except to the foreign league]. Both managers should e-mail me to confirm the deal and should include their teams names, the fee, the players name & skills as they appear on the roster, e.g. A_Player 25 rus 1 17 4 12, and if the player is aged <21, which roster he is on. I'll also accept confirmation from one manager where the others agreement can be seen in the message thread. I will then confirm the transfer & post revised rosters to the managers involved. The seasons transfer deadline will be announced in the schedule. Transfers can be confirmed after that date and will go through after the final games are played. Players may be released to the free agents list after the transfer deadline. The deadline for completing a transfer deal ahead of the next SSL games will be when I send the "last reminder" e-mail the night before. Any manager may challenge a transfer if he thinks it's unfair, he should contact me with his grievence and I'll decided what to do. ### 4.2 Pre season player auction. In the pre season, 15 new players will be put up for auction on the SSL2001 message board. The timing of the auctions will be announced well in advance. ***Rules for bidding in message board auctions*** Each players details form a separate thread of messages, the subject line of these messages is the bid, nothing needs to be entered in the message body. The first bid must be in the form of a reply to the player s details posted by the commissioner and must be for at least the minimum amount stated. The next and subsequent bids must be in the form of a reply to the last message posted in that thread, i.e. ,the bid that was winning. Bids entered anywhere else are invalid. All bids must be at least 100k higher than the previous leading bid until the leading bid reaches 10M after which they must be at least 500k higher. A player is won when no new bid has been made for a period of 24 hours. The manager making the bid must identify himself either in the subject line or in the "name" area by entering his name, team name or abbreviation. Once made a bid cannot be withdrawn except when an error is made in entering the bid. The manager concerned must reply to his own erroneous bid within 15 minutes with BID WITHDRAWN . ### 4.3 Free agents list. Players released will be placed on the free agents list unless they are clearly worse than those already there, in which case they will just be retired. Any player aged 30+ who is freed will retire. Any player aged 16-21 who is freed from his clubs senior roster will leave SSL and not be placed on the free list. The free agents list will be posted each Saturday in with the updated rosters. No players will be allocated before 9 am the following Monday. If a team wishes to sign a free agent they should e-mail me and request him. If more than 1 club has requested the same player he will go to the club where he would be highest up the roster. A player signed from the list will be available for selection immediately. ### 4.4 Scouted players. Every Saturday in weeks 1-15 a "Scouted player" player will be offered for sale by e-mail, the deadline will be 9am the following Wednesday. Each club has one bid which must be sent to me in private and cannot be altered or withdrawn once made. Any bid sent to the Googlegroup is invalid and the manager sending it will be excluded from that week's bidding. ### 4.5 Youth Academy. At the start of each season all youth rosters will be given 5 players aged 16-18 created by the academy program. The chance of getting age 16 players = 40%, age 17 = 40% & age 18 = 20%. The ranges of main skills are, age 16 13-14 age 17 14-15 age 18 15-16 Managers have the option to pick what positions they want. If no preference is given for any or all of the 5 academy rounds a random position will be given where the chance of getting a GK is 1 in 11, DF 4 in 11, MF 4 in 11 and FW 2 in 11. ### 4.6 Selling to a "Foreign team". Each club will have the chance to sell up to 3 players to a foreign team per season. This can be done at any time from the posting of new seasons rosters to the transfer deadline, if selling more than 1 player they must all be sold at the same time. The players value on the current info roster will be paid by the "Foreign team", the total paid for the player/s will be capped at 12M. The player/s will be removed from the roster immediately and the fee/s added to the next finances. Captains can not be sold to foreign teams. ### 4.7 Foreign Loans. Each club will be allowed to send 3 players per season out on Foreign Loan , there is no fee. Players must be at least 19 skill and must be in the seniors, they can be promoted to go on foreign loan but can t return to the youth league after the loan is over. There is no age limit. Players on loan won t have to be paid wages and can't be sold whilst on loan. There will be 10 Foreign Teams , they will all have a basic roster of 15 players to which will be added the club players. The players on the basic roster will be needed to make up the 11 s, fill the subs bench and stand in for injured or suspended players. All the basic players will have skills of 18 main and 9 both minors. Teams will play 18 games per season with the same ability points and other stats as used for senior league games. The skill cap in the foreign league is 22, players with a skill of 23 or more will play at 22 skill. The rerates given to players aged 16-19 and to players aged 16-21 when promoted to the seniors will also be given on foreign loan. Any suspension carried over to or from the foreign leagues must be served. All teams will all play 442P, loaned players on are guaranteed 18 games per season except when injured or suspended. Managers may send me their players for foreign loan as soon as the new seasons rosters are posted. They don't all have to be sent at the same time but once sent they can t be changed and players sent on foreign loan can't be recalled during the season. The deadline will be 48 hours before the start of the season. Each club is limited to sending one GK per season on foreign loan. The first 10 GK's sent on foreign loan will play in the Foreign league, any more than that will be given 500 St ability points instead of playing, + any youth rerates thay are entitles to. The players will be spread as evenly as possible over the 10 rosters and where possible I ll place a teams 3 players on the same roster. 4.8 Transfers made to add good sheeting and or training points. It is not permitted for a player to be transferred from one team to another to then have good sheeting points and/or training points added and then for that player to then be resold back to the team which sold him in the first place in the same season. This also applies if the player is sold on to a other teams before being sold back to the original club. Such violations will be penalised by having the good sheeting or training points removed and not reallocated. Any fees paid will not be refunded. I'm unable to monitor all transfers so clubs will only be penalised if a violation is reported to me by any manager in the same season that it occurred. === All e-mails to me as commissioner, including team sheets, should be addressed to garybrown51@googlemail.com Any times in these rules refer to UK time.
