SSL2001 Season 26 rules. PART ONE, CONSTITUTION OF SSL2001. 1.1 Administration. SSL2001 is run by me, Gary Brown. It is a condition of any managers participation that he accepts my decision on all matters relating to the league Only in extremely exceptional circumstances will a match be replayed once the report has been sent to the 2 managers. From time to time a situation may occur which is not covered by these rules, or not covered fairly, if so I will make any ruling I see fit for the general good of SSL2001. These rules may be changed or amended at any time. ### 1.2 League Structure. SSL2001 comprises of 3 divisions, the Premiership has 12 teams and the 1st & 2nd divisions 10 each. Teams play each other home and away making a season of 22 games in the Premiership & 18 in the 1st & 2nd divisions. The bottom 3 teams in the Premiership will be relegated to division 1. The top 2 teams in division 1 will be promoted to the Premiership and the 3rd to 6th placed teams will go into a play off. The division 1 play offs will be over 1 leg, the semi finals will be, 3rd home to 6th 4th home to 5th Final on neutral ground. Winners into Premiership. The bottom 2 teams in division 1 will be relegated to division 2 and the 8th placed team will go into a play off. The top 2 teams in division 2 will be promoted to division 1 and the 3rd to 5th placed teams will go into a play off. The division 2 play offs will be over 1 leg, the semi finals will be, 8th in division 1 home to 5th in division 2. 3rd in division 2 home to 4th in division 2. Final on neutral ground. Winners into 1st division. ### 1.3 SSL2001 Cup. The SSL2001 Cup is a K-O competition, the S-F & Final will be on neutral ground, in all other rounds the team drawn first will have home advantage. If a match is drawn after 90 minutes, 30 minutes of extra time will be played, if is still drawn the match will be decided on penalties. ### 1.4 Inter league competitions. PFA competitions. The top SSL2001 teams will play in the PFA CL and cup against teams from JAFL & UCFL the dates and format will be announced when known. The PFA CL will be split into 2 groups of 4, the top 2 in each group go into the SF on aggregate, the final is on neutral ground. PFA CL qualifiers, Top 2 in Premiership, 3rd go into a play off against a 3rd placed team from another PFA league UNLESS an SSL team wins the CL in which case they qualify automatically. The PFA cup is a k-o competition, all rounds are on aggregate except the final on neutral ground, all Premiership teams not in the CL are eligible to enter. The JUS Cup is for SSL teams in divsions 1 & 2 to play similar teams from JAFL & UCFL in a K-O competition, the Final will be on neutral ground, in all other rounds the team drawn first will have home advantage. Teams have to enter this competition, an invitation and reminders will be sent to the Googlegroup. If a match is drawn after 90 minutes, 30 minutes of extra time will be played, if is still drawn the match will be decided on penalties. ### 1.5. Youth competitions. Youth Leagues [YL]. All players 21 and under are eligible to play in the YL,there is a skill cap of 17,players with a skill or skills of 18 or more will play at 17 skill. The Youth League has 2 divisions of 16 with 4 up 4 down promotion & relegation, teams will play each other once [with no home bonus] making 15 games in total. Ability points will be different between the divisions to make it a disadvantage to be relegated. 2nd div = 75% of the 1st division values. SSL2001 Youth cup. The format is the same as for the SSL2001 Cup, with players who are eligible for the YL's. The Youth cup is played at the end of the league season. Ability points will be at division 1 level for all matches. ### 1.6 Caretakers If there are several vacant teams in SSL I will ask for volunteers to caretake until new managers can be found. Caretakers will have the same power as regular managers with a few exceptions; - No transfer deals between a managers first team and his caretaken team. - Caretakers can't manager a team in the same division as their first team, if relegation or promotion puts the 2 teams in the same division the caretaker must step down. -if the 2 teams meet in the cup or in a youth match the caretaker must remind me and I'll sheet for the caretaken team. ######### PART TWO, FINANCES. 2.1 Sponsorship payments. When all league & cup games have been completed each club will receive an Sponsorship payment for the next season which will be the same for all teams. Sponsorship payments will be whatever amount it takes to bring the total up to 640M prior to any pre season activity,with all clubs receiving the same amount. Clubs are guaranteed a minimum payment of 3M each. ### 2.2 Wages. Players wages will be as shown on the info rosters. The total weekly wage bills will be rounded off to the nearest "k". ### 2.3 Debt. Any team going into debt will be given 28 days to get out after which the player with the highest info value on either senior or youth rosters will be sold to clear the debt. Players subject to this rule will be auctioned by e-mail, all interested clubs will send 1 bid direct to me, the highest will win the player. If a team is subject to a debt auction but are still in debt after their player is sold or if there are no bids for the player the 4 week count will begin again from week 1. A team will only be classed as being in debt if they have a negative balance when the weekly finances are calculated on Saturdays, this is done by adding all income to the last closing balance and subtracting all outgoings for the week. It's important that managers understand that they must make allowances for all their outgoings, wages in particular. EXAMPLE: A team is 800k in debt after Saturday finances are posted. They sell a player for 1M next day, that DOES NOT mean they are out of debt. If they had no other income that week the wage bill the next Saturday would certainly be over 200k and so mean they were still in debt. No club may loan or donate money to another club to help get them out of debt. The debt weeks count will begin on week 1 of the season and end on cup final day, there will be no debt weeks count between seasons. ### 2.4 Gate receipts. From the start of season 20 clubs will earn gate receipts based on their last 5 seasons performances. Each club will have a home fanbase made up as follows; Premiership 1st 10000 [12000 with bonus] 2nd 9800 3rd 9600 4th 9400 5th 9200 6th 9000 7th 8800 8th 8600 9th 8400 10th 8200 [7700 with penalty] 11th 8000 [7500 with penalty] 12th 7800 [7300 with penalty] 1st division 1st 7650 [8650 with bonus] 2nd 7500 [8000 with bonus] 3rd 7350 [or 7850 if promoted] 4th 7200 [or 7700 if promoted] 5th 7050 [or 7550 if promoted] 6th 6900 [or 7400 if promoted] 7th 6750 8th 6600 [6100 if relegated] 9th 6450 [5950 with penalty] 10th 6300 [5800 with penalty] 2nd division 1st 6200 [7200 with bonus] 2nd 6100 [6600 with bonus] 3rd 6000 [6500 if promoted] 4th 5900 [6400 if promoted] 5th 5800 [6300 if promoted] 6th 5700 7th 5600 8th 5500 9th 5400 10th 5300 Bonuses Added in column 3 Premiership champions + 2000 Div 1 & 2 champions + 1000 All other promoted teams + 500 Penalties deducted in column 3 All relegated teams -500 Other bonuses to be added SSL cup, PFA CL, PFA cup & JUS cup win +2000. Each seasons fanbase will reduce in importance the older it is. Previous season = 100% 2 seasons ago = 87.5% 3 seasons ago = 75% 4 seasons ago = 62.5% 5 seasons ago = 50% 6 seasons or more no longer included. Away fanbase will be 50% of the home fanbase. Ticket prices will be- $20 for all league games. $40 for all SSL cup games, [Gate money forfeited for T sheet] SF & Final at the 80,000 capacity National Stadium with home fanbase used for both teams in SF, Final will be 80,000 sell out. $20 for SSL teams in the JUS cup but with a guarantee of 1M. [Gate money forfeited for T sheet]. $25 for SSL teams in the PFA cup but with a guarantee of 1M for the home leg [unless a T sheet is used]. $30 for SSL teams in the PFA CL. $20 for Play off games with home fanbase used for both teams. $50 for the PFA CL final. $40 for the PFA Cup final. $30 for the JUS cup final. ### 2.5 Stadium capacities. Clubs can increase their stadium capacity in the pre season the cost is- 30,000 up 40,000 600k per 1,000 seats. 40,000 up 50,000 800k per 1,000 seats. 50,000 up 60,000 1M per 1,000 seats. e.g. to increase from 38,000 to 42,000 would cost 2,800k. 600k each for 38-40,000 + 800k each for 40-42,000. The maximum stadium size allowed is 60,000. ### 2.6 Prediction competition. Each Saturday a prediction competition will be held, I will send out a list of 6 selected fixtures, 2 from each division. Managers may make their predictions as to what they think the results will be, 1 for home, 2 for away, X for draw. Predictions must be e-mailed to the SSL2001 Googlegroup or to me by 9 am on the Saturday match day. The prize money will be 3M. In the event of a tie the prize will be shared. ### 2.7 Press releases. Managers can earn money by sending press releases to the SSL2001 Google Group, the press can be anything to do with SSL2001. Press must be original, anything considered to be taken and edited from elsewhere will not be paid for. Press releases can be written by someone other than the manager of the team to receive payment but they must either be about that team or SSL in general. The maximum payment each week will be 1M with any residue carried over for payment to the next week but no more than 1M can be carried over in any one week. No club may amass a residue of greater than 5M. As a general rule news items will earn 100k for each 50 words, i.e. 500 words = 1M. Statistical analyses are welcomed and will be paid for based on how much went into creating them. This rule applies at all times and is no different in the pre season. ### 2.8 Manager recruitment Any manager who introduces a new manager to SSL will be paid a recruitment fee of 1M if the new manager stays 1 month with another 1M if he stays 6 months [1 full season]. ########## PART THREE, PLAYERS, TEAM SHEETS & ROSTERS. 3.1 The playing of games. The deadline for team sheets is 9 am on the day of the match, games will be played ASAP after the deadline. Team sheet deadlines for PFA & JUS matches will normally be 7 pm. SSL2001 games are run using the esmsplus program. esms was created by Igor Oks and Eli Bendersky, esmsplus was developed by Darren McKee. Managers will be required to send a team sheet for each senior or youth match, this should be in the form of a text file attachment. If a team sheet is not received a "T" tactic sheet will be given. If a team is given a T sheet and they win or draw a league game it will be recorded as a loss and no points will be awarded to that team. In a cup competition the match will be played but they will forfeit the tie 3-0. If both teams in a cup match get a T sheet the result will stand. Clubs will also be fined for any missing sheets or errors. In Youth matches the fee will be 250k, in senior matches 500k, JUS cup matches 1M, PFA cup 2M & PFA CL 3M. Also, in SSL & JUS cup matches a team miisng a sheet will also lose their gate money. If a sheet is sent with a conditional error I will fix it. If a sheet is sent with players injured, suspended or "Not found on roster" [Except when miss spelt] I'll create a sheet with the same formation and tactic as the one sent. In either case the fine will still be charged. If any team does not have enough players to name 5 subs on either senior or youth team sheet and has done nothing about it by the time the games are due to be played there will be a 500k fine for the seniors or 250k for the youths and I’ll add a player from the free agents list [I do not promote players]. If a manager knows he will be unable to send a team sheet for genuine reasons as long as he tells me and leaves his instructions, the best team will be selected in his absence. Alternatively he can request a particular line up & tactic, e.g. 442P, 541C, etc, [No AM's, DM's or conditionals can be requested] Any manager can ask for a break from SSL for a genuine reason, e.g. work, study, holiday, family etc. If I am caretaking for a club for any reason, unless I have some kind of instructions from the manager I will make a 442 teamsheet with a random starting tactic. I will also make any decisions on behalf of the club as needed to keep them "Ticking over", e.g. accepting a good foreign offer etc. ### 3.2 Injuries and suspensions. Injuries are reduced only after Saturday league games are played. If a player is injured in a Saturday league game for one week or more, he will be unavailable for any midweek game and the next Saturday. If a player is injured in a Wednesday match for one week or more he will be unavailable for the next Saturday. Player suspensions are only reduced if a team has a match. ### 3.3 Ageing & re-rating. At the end of each season all players will be aged by one year. Youth players. After each Saturday that all 32 SSL teams play [18 times per season] all players aged 19 and under will have 56 main & 28 each 2nd & 3rd skill ability points added. Older players down rate at EOS. After ageing players will lose points in all skills at the following rate. Aged to 31 = -1 Aged to 32 = -2 Aged to 33 = -3 Aged to 34 = -4,etc. When a skill drops to 1 point, it cannot reduce anymore. Players must retire when they reach age 36. ### 3.4 The Club Captain. Each club will be able to name one player to be Club captain during the next season. The captain will have 1 skill point added to all 3 skills for each year he is over 30, which will at least reinstate the skills he lost and the previous eos. Club captains will be identified on the rosters by having their nationalities in upper case letters, e.g. ENG not eng. e.g A_Player 33 eng 1 2 5 19 made captain would become A_Player 33 ENG 1 5 8 22 He must retire at the end of the following season and cannot be sold, except to a foreign offer. Captains must be chosen before the start of the season. ### 3.5 Rosters and moving players between youth & senior. Players can only be promoted from youth to senior roster once in their career, once promoted they cannot be demoted under any circumstances. If a player aged 16-21 is signed from another clubs senior roster he cannot be put on the buying clubs youth roster. Managers must have enough available players to name 5 subs. On Saturdays 2 teams, senior & youth, must be available. ### 3.6 Minor skill training. Minor skill points can be bought to add to either or both of a players minor skills, see rule 3.6b below for GK training. Up to 6 may be bought if a GK is trained, 8 if no GK is trained. The first 4 will cost 500k each, the next 2 will cost 1M each, if a GK is not trained another 2 may be bought for 1M each. The same player can have both minor skills increased. 2 points can be added to any minor skill but no skill can be increased beyond 15 by training and a minor skill must never equal or pass the main skill by training. Example 1 B_Player 23 eng 1 9 14 20 can be trained 1 or 2 in Tk but only 1 in Ps. Example 2 C_Player 16 eng 1 9 13 14 can be trained 1 or 2 in Tk but nothing in Ps. Players can only be trained in the pre season, no more points will be added once the league season has begun. All player training must be done at the same time, once submitted it can't be changed or added to. 3.6b, GK training. A GK can be trained at a cost of 2M, the cost is the same regardless of how many outfield training points are bought. The GK will get 1 St skill point only, the skill limit will be that a St of 17 is the maximum that can be trained [i.e. increasing to 18]. Only 1 GK may be trained each season. ### 3.7 Coaches & Trainers. There will be an auction of 10 coaches in the pre season, 5 senior & 5 youth. The auction will take place on the message board just after the player auctions and be subject to the same bidding rules. Coaches add ability points to every player on either the senior or youth rosters every Saturday of the full season. The coaches will be; Goalkeeping coach [adds 10 ab's to all players St skill] Tackling coach [adds 10 ab's to all players Tk skill] Passing coach [adds 10 ab's to all players Ps skill] Shooting coach [adds 10 ab's to all players Sh skill] All round coach [adds 5 ab's to all 4 skills] The coaching points will be added at the same time as youth rerates and will be given to every player on the relevant roster e.g. Tk points go to GK MF & FW as well as DF's. 2 Personal Trainers will be auctioned in the pre season. Youth Personal Trainer, adds 1 main skill point to 1 player aged 16-21. Senior Personal Trainer, adds 1 main skill point to 1 player aged 22+. ### 3.8 Aggression reduction. At the same time a the coaches auction [3.7] there will be an auction of 5 "Therapists". Each therapist can be used to reduce a players aggression by 10 and 2 or more therapists may be used on the same player. ### 3.9 Formations. Maximum & minimum players allowed in each position at the start of the match, no action will be taken against a team whose formation alters during the course of a match due to injuries. Min_DF = 3 > doesn't include DM Max_DF = 5 > doesn't include DM Max_DM = 3 Min_MF = 2 > DM & AM are counted in this total Max_MF = 6 > DM & AM are counted in this total Max_AM = 3 Min_FW = 1 > doesn't include AM Max_FW = 4 > doesn't include AM ### 3.10. Transfer requests. All players that finish the season on 19 skill or higher with the exception of 1 Goalkeepers, 2 All players signed from the player draws or the mid season e-mail auctions, 3 All players aged 30+ [BEFORE eos ageing], must play 600 minutes. If not they are granted a transfer request at eos. A manager can claim an exemption if a player has been injured for 9 Saturdays during the season, if a manager thinks a player may be eligible for this exemption he should e-mail me before the final day of the season and I'll send him the files needed to check if it is so. Players who are granted a transfer request will be put on the message board at eos with a minimum bid of 500k. If no bids are made he will stay with his current team. ### 3.11 Player & club names. All players coming in to SSL via auctions and the player draw will be given a name and nationality, the manager signing the player has the option to change the name but it must be done before the players first match, the nationality may not be changed. Academy players are given names only, their manager has the option to rename and/or to select the players nationalities. If a manager wishes to exercise this option it must be done before the specified deadline. If no preference of nationality is given I will allocate them, but the nationalities won't necessarily be suitable for the players name. Players aged 19 or under can be renamed in the pre season provided that the renaming is done to make the name and nationality more compatible. If a player is signed from another team with an unusual name, or one that clearly meant something to the previous manager only, it can be changed in the pre season as long as the change makes the name suitable to the nationality. Changing club names in not encouraged but is allowed subject to conditions. Any team that has won any of these in the past 10 seasons cannot have their name changed. SSL Premiership SSL Cup PFA CL PFA Cup JUS Cup Club names can only be changed EOS and any manager wishing to change his clubs name must contact me with his request before EOS. A manager changing a clubs name will be lower priority for 2 seasons when applying to manage another SSL team. ### 3.12 Skill cap. There is a skill cap of 25 in SSL, players with a skill of 26 or more will play at 25 skill. The skill cap in inter league matches is 30. ### 3.13 Youth Bonuses. From season 20 youth teams will not earn any prize money for league position or cup final instead the 3 trophy winners will receive a bonus. Youth division 1 champions, 100 ability points to all skills of all youth players. Youth cup winners, 75 ability points to all skills of all youth players. Youth division 2 champions, 50 ability points to all skills of all youth players. A transfer can only be made between 2 teams. Any fee must be paid in full at the time of the transfer and cannot be in instalments or based on future events such as the player getting a skill increase. The player[s] must move clubs immediately [except after the transfer deadline]. Loaning of players is not allowed. Both managers should e-mail me to confirm the deal and should include their teams names, the fee, the players name & skills as they appear on the roster, e.g. A_Player 25 rus 1 17 4 12, and if the player is aged <21, which roster he is on. I'll also accept confirmation from one manager where the others agreement can be seen in the message thread. I will then confirm the transfer & post revised rosters to the managers involved. The seasons transfer deadline will be announced in the schedule. Transfers can be confirmed after that date and will go through after the final games are played. Players may be released to the free agents list after the transfer deadline. The deadline for completing a transfer deal ahead of the next SSL games will be when I send the "last reminder" e-mail the night before. For PFA & JUS games transfers must be completed 24 hours before the matches to be fair to JAFL & UCFL who can't complete last minute transfers. ### 4.2 Pre season player auction. In the pre season, 15 new players will be put up for auction on the SSL2001 message board. The timing of the auctions will be announced well in advance. If the amount of cash in SSL exceeds the prefered limit of 640M there may be more than 15 players in the auction. ***Rules for bidding in message board auctions*** Each players details form a separate thread of messages, the subject line of these messages is the bid, nothing needs to be entered in the message body. The first bid must be in the form of a reply to the player’s details posted by the commissioner and must be for at least the minimum amount stated. The next and subsequent bids must be in the form of a reply to the last message posted in that thread, i.e. ,the bid that was winning. Bids entered anywhere else are invalid. All bids must be at least 100k higher than the previous leading bid until the leading bid reaches 10M after which they must be at least 500k higher. A player is won when no new bid has been made for a period of 24 hours. The manager making the bid must identify himself either in the subject line or in the "name" area by entering his name, team name or abbreviation. Once made a bid cannot be withdrawn except when an error is made in entering the bid. The manager concerned must reply to his own erroneous bid within 15 minutes with “BID WITHDRAWN”. ### 4.3 Club players auction. In the pre season [normally just after the new player auction] managers may put up to 3 club players for sale on the auction board Full stats must be given, i.e. from name to Sab columns plus club name or abbrev and the minimum bid. Once a valid bid is received the player can't be withdrawn and must be sold to the highest bidder. The seller may reduce the minimum bid at any time. Players with no bids may be withdrawn by replying to your own message with "WITHDRAWN". ### 4.4 e-mail auctions. Every Saturday in weeks 1-12 [see below] one auction player will be offered for sale by e-mail. All managers will have one bid, the deadline will be 9am the following Wednesday. If a debt auction is called the e-mail auction for that will will be postponed until the following week. ### 4.5 Player draws. On the first 11 Wednesdays during the season a player will be offered for all teams to go into a draw for. Draw players will have 4 levels. There are 4 draw players with an info value of 12-15.75M, they will cost 6M each. There are 4 draw players with an info value of 16-19.75M, they will cost 8M each. There are 2 draw players with an info value of 20-23.75M, they will cost 10M each. There is 1 draw player with an info value of 24M+, he will cost 12M. Managers wishing to be included in the draw must e-mail me by 9am the following Saturday or can request that they be included in every draw. Once a manager enters every draw he can't drop out for any reason, but if a manager takes over a club mid season and that club is entered in every draw he has the option to drop out. The Bonus Ball in the Saturday UK National Lottery draw will be used to determine which club wins the player. I will post a list of which numbers have been allocated to which teams well before the draw is made. THE DRAW PLAYERS: The players skills and ability points will not be revealed before the winner is announced. All that managers will see are the other roster columns showing how the players performed in 10 games against the SSL division 2 teams. No club may win more than 1 draw player during the same season. ### 4.6 Youth Academy. At the start of each season all youth rosters will be given 5 players aged 16-17 created by the academy program. The ranges of main skills are, age 16 13-15 age 17 14-15 The chance of getting an age 16 player at 15 skill much less than the other age/skill levels. The likelihood of being a GK is 1 in 11, DF 4 in 11, MF 4 in 11 and FW 2 in 11. Managers can request that their 1st round academy player is a GK. Each club will earn a rating from 1-10 [10 = best 1 = worst] based on how well their youth team fared in the Youth League and Cup. Ranking points are earned: Each youth division 1 point earns 1 ranking point. Each youth division 2 point earns 0.75 ranking points. The highest ranking gets a rating of 10 going down to 1 for the lowest. At the end of the youth league season I'll calculate the ratings but teams will have a chance to improve their rating with a youth cup run. Each youth cup match won earns 3 ranking points which I'll add to the league rankings and then recalculate, any club that has improved it's rating after the cup will be given the higher rating but no teams rating will be reduced as a result of adding on the cup ranking points. Any manager who takes over a club at any time after the end of the previous season and ends the season with an academy rating of 1-4 will be given a rating of 5. ### 4.7 Foreign offers. A program is run to simulate an offer for a player from a "Foreign team". If accepted the player is removed from the roster and his club credited with the fee. During the season 8 random offers will be made each Saturday for weeks 1-12, the order will be, senior- weeks 1-4 & 9-12, youth- weeks 5-8. Teams in debt will get priority but will still only receive 1 offer in any 4 week section. To accept an offer the manager concerned should e-mail me with his acceptance by 9am the following Saturday. To decline he needs to do nothing. A player sold will not be removed from the roster until after the days games so he will be eligible to play and be paid wages that day. The offers will be limited to between 100k & 25M, if the foreign offers program generates an offer above or below that it will be amended. ### 4.8 Free agents list. Players released will be placed on the free agents list unless they are clearly worse than those already there, in which case they will just be retired. Any player aged 30+ who is freed will retire. Any player aged 16-21 who is freed from his clubs senior roster will leave SSL and not be placed on the free list. If a team wishes to sign a free agent they should e-mail me and request him. A player signed from the list will be available for selection immediately. If a better than average player is released to the free list I will wait a minimum of 12 hours before confirming his transfer to give others the chance to ask for him, if more than 1 club want him there will be a draw for him. Players can be signed from the list after the transfer deadline has passed but a fee of 500k will be levied on any after the deadline signings. === All e-mails to me as commissioner, including team sheets, should be addressed to garybrown51@googlemail.com Any times in these rules refer to UK time.
